Board of Supervisors Approves Comprehensive Agreement!

Two Roanoke County projects took significant steps forward during the August 28, 2007 Board of Supervisors meeting. At the meeting, the Board of Supervisors voted to execute a Comprehensive Agreement with FirstChoice Public-Private Partners for the development of a new multigenerational recreation center. The Supervisors also voted to approve a public-private partnership agreement with English Construction Company, Inc. to provide infrastructure improvements that will aid in the construction and development of a new business park adjacent to the site of the family-based recreation center.

Both the recreation center and business park will be located off of Woodhaven Road in North Roanoke County.

English Construction Company, owner of the property, approached the County about forming a partnership last year after learning that the County was interested in constructing a multigenerational recreation center. English Construction teamed up with Moseley Architects to form FirstChoice Public-Private Partners and submitted a proposal to the Board of Supervisors for review and comment earlier this year.

Both English Construction and Roanoke County have wanted to construct a business park at the Woodhaven location for some time, but lacked a significant anchor for the project. The multigenerational recreation center will serve as that anchor and entrance to the new 200-acre business campus designed to attract upscale corporations to Roanoke County.

Staff and FirstChoice Public-Private Partners will begin the project’s design phase this fall. English and the County are excited to work on the project together. Groundbreaking for the project is tentatively set for March 2008, with completion scheduled for late 2009.
