Board Seeks Detailed New Government Center Proposals from Three Firms

 The Loudoun County Board of Supervisors Tuesday directed staff to seek detailed proposals for a new Loudoun County Government Center from three firms.

The firms and their proposed sites for a new government center are:

  • KSI and Boston Properties: The Village at Leesburg, within the Town of Leesburg at the intersection of Route 7 and River Creek Parkway and the future Crosstrail Boulevard. Three location options within the 158-acre mixed-use development.
  • Loudoun Civic and Transit Center, LLC: Moorefield Station, south of the Greenway at the interchange of Loudoun County Parkway & Ryan Road. Adjacent to the planned transit station within the 606-acre, transit oriented development.  The 8-story and 5-story buildings would be located on 27.1 acres.
  • Oaklawn Government Center, LLC (Keane Enterprises, Inc. and Trammel Crow Company): Oaklawn, within the Town of Leesburg at the Battlefield Parkway interchange of the Greenway. The buildings would be 6 and 4 stories on 20.2 acres, part of a 165-acre, mixed-use community. 

Under the detailed phase, the selected firms will prepare detailed proposals, to include topographical maps, conceptual site plans, proposed development plans, and additional in-depth information about each specific site. After reviewing the proposals, the Board can then decide to terminate the process or select a firm and begin negotiations with an interim or comprehensive agreement.  Once agreements are negotiated, they will be subject to Board approval and public comment prior to final implementation.

The three firms were among 13 companies that submitted proposals for a new government center through the Public-Private Education Facilities and Infrastructure Act, which allows localities to form partnerships with the private sector on major projects to serve the public interest.
